PUBLIC OFFER

Agency for Cooperation in Education Limited Liability Company, incorporated under the Laws of the Russian Federation (PSRN 1167746561597, TIN/RRC 7704360933/770401001), represented by the Director Fedor Mikhailovich Medvedev, acting under the Charter, hereinafter referred to as the “Operator”, places the present Offer – an official proposal to conclude the services contract for assisting a foreign citizen in applying for training in educational institutions of the Russian Federation.

1. Terms and Definitions

1.1. For the purpose of the present Offer, the terms given below are used in the following meaning:

Offer – the Operator’s proposal, addressed to any individual, to conclude the Agreement on the terms contained in this Offer.

Publication – placement of the text of this Offer at free access on the Internet at russia-study.com/en/oferta.

Candidate – an individual that accepted the Offer, and according to whose instructions the Operator provides services for assisting a foreign citizen in applying for training in educational institutions of the Russian Federation.

System – information system of recruitment and selection of foreign applicants; the System’s address on the Internet is russia-study.com.

Services – services, provided by the Operator under the Candidate’s instructions, for assisting a foreign citizen in applying for training in educational institutions of the Russian Federation, as well as related services - registration of insurance, etc. The list of Operator services, provided for a fee, and the payment procedure can be found here.

Service Fee – a fee charged by the Operator for receiving and processing the Candidate’s applications for training in educational institutions of the Russian Federation under a contract for the provision of paid educational services (contractual paid training).

Application – the Candidate’s assignment to the Operator generated electronically in the System, which contains information about the Candidate, information about the selected educational program, the list of educational organizations selected by the Candidate, a set of related services.

Offer Acceptance – the full and unconditional consent of the Candidate to the terms of the Offer, recognized by the conclusion of the Agreement, through the Candidate’s registration in the System on the website russia-study.com.

2. The Subject and General Terms

2.1. Under this Offer, the Operator shall provide services to the Candidate, which will involve assisting the Candidate, a foreign national in the Russian Federation, with enrolling in educational programs offered by educational organizations in the Russian Federation, while the Candidate shall pay for the services provided by the Operator.

2.2. The list of services the Operator provides to the Candidate under this Offer is selected by the Candidate by means of filling out an online application on the site of the Operator. Each application is assigned a unique ID number.

2.3. Confirming the information entered into the application form on the website of the Operator shall be regarded as full and unconditional acceptance of this Offer.

2.4. The Candidate's application to complete a course of studies under contracts for the provision of paid educational services is passed on by the Operator to the educational organizations selected by the Candidate when filling out the application and submitting their passport and an education certificate.

3. The term for the provision of services

3.1. The Operator begins providing services within 1(one) working day of receiving the service fee. The total time taken to provide services under an Application depends on the services and assignments selected by the Candidate.

4. The price and payment procedure

4.1. After preliminary approval of the Application by a university, the Operator bills the Candidate who must then pay the bill within 5 days. If the bill isn't paid within this time, the Candidate's application will be annulled.

4.2. The price of the Operator's services depends on the type and number of services selected by the Candidate in the Application. Information about the prices of individual services of the Operator can be found by following this link.

4.3. In the event the Candidate chooses a payment method in which the bank or the payment system charges a commission payable by the payer, the Candidate must ensure the amount that gets transferred into the operator's account is not less than the service fee.

4.4. Once the bill has been paid, the Candidate may not refuse to receive the services provided under a paid-for Application and the funds received by the Operator are non-refundable. Information on the rules for receiving refunds can be found at https://russia-study.com/ru/public-material/payment

4.5. Payments by Russian bank cards are carried through "Tinkoff Bank". Payment from abroad is possible via bank transfer. 

5. The terms and conditions of the provision of services

5.1. The contractor must keep the Candidate abreast of the progress with the provision of services under their Application. The Candidate may at any time monitor the provision of Services under their Application in the System by tracking the status of the Application.

5.2. The list of services provided by the Operator can be accessed by the Candidate after they log into their account.

5.3. If the provision of services under an Application results in the receipt by the Operator of a document for the Candidate, the Operator shall email a scanned copy of the document to the email address the Candidate specified in the Application. Original notarized translations of the documents shall be kept by the Operator at its office in Moscow where the Candidate can pick them up in person. If the Candidate cannot visit the Operator's office in person they may request that the notarized translations of the documents be mailed anywhere in Russia. The Operator shall then tell the Candidate the ID number of the item mailed and the date it was sent. The Operator shall not be liable for failure by the Candidate to receive the document if such failure occurs through the fault of the Candidate such as the Candidate being absent at the address specified, errors in the address of the recipient etc.

5.4. During the provision of services under this Contract, the Operator shall be guided by the interests of the Candidate.

5.5. The Candidate must supply the Operator with all the information and documents needed for the provision of services, including personal data.

5.6. By filling out the Application, the Candidate commissions the Operator to take action on their behalf and to represent their interests before third parties, including before the selected educational organization etc.

5.7. The Candidate also gives consent to having his/her personal data processed in order to enable the Operator to provide the services throughout the entire period that the Application is submitted and for 4 years after the application is closed as per the requirements of the law of the Russian Federation.https://russia-study.com/ru/public-material/pdn

5.8. The Candidate warrants and represents to the Operator that the services the Candidate orders shall not be used for illegal purposes, against the interests of any persons, states, governments, state officials, organizations or the world order as a whole. The order for the services under this Offer is not intended by the Candidate as a money-laundering scheme.

6. Other terms and conditions

6.1. The terms and conditions of this Offer are governed by the law of the Russian Federation and applicable international agreements.

6.2. The Operator reserves the right to amend the terms and conditions of the Offer or rescind the Offer at any moment at its own discretion. If the Operator amends the Offer, such amendments will go into effect from the moment the amended text of the Offer is published on the Operator's website, unless a different date is specified upon which the amendments are to go into effect.
